Functions of Upazila Parishad

       Preparation of five year and various term development plans.

  1.  Implement the programs of various government departments handed over to the council and supervise and coordinate the work of those departments.
  2. Construction, repair and maintenance of inter-union connecting roads.
  3. To accept and implement  Upazila Parishad Small Irrigation Project as directed by the government to ensure optimum use of surface water resources.
  4. Ensuring public health, nutrition and family planning services.
  5. Improving sanitation and drainage system and providing drinking water supply.
  6.  Provide motivation and support for the expansion of education at the upazila level.
  7.  Supervise the activities of the concerned institutions and provide necessary assistance for the improvement of the quality of secondary education and madrasa education activities.
  8.  To undertake activities for the establishment and development of cottage and small scale industries.
  9. Assist in the work of cooperative societies and private voluntary organizations and coordinate their work.
  10.  Provide and implement support for women, children, social welfare and youth, sports and cultural activities.
  11. Adoption and implementation of activities for development of agriculture, livestock, fisheries and forest resources.
  12. Discuss the activities of the police department including the improvement of law and order situation in the upazila and Sending report regularly to the higher authorities.
  13. Provide necessary assistance to the government in implementation Self-employment, poverty alleviation, self-initiated programs, and so on.
  14. Coordinating and inspecting the development programs of the Union Parishad and providing necessary assistance.
  15. Taking other preventive measures including creating public opinion against the organization of crimes like violence against women and children.
  16. Taking other preventive measures including creation of public opinion against the organization of crimes like terrorism, theft, robbery, smuggling, drug use etc.
  17. To undertake other activities including social forestry for the protection and development of the environment.

Must have an idea about other functions assigned by the government from time to time.

  1. All matters relating to Upazila Parishad funds.
  2. Regarding the discretion of the council to spend out of funds.
  3. Proposal to levy taxes, rates, tolls and fees.
  4. Annual budget of Upazila Parishad, annual accounts and revised budget.
  5.  Expenditure audit of Upazila Parishad.
  6.  Preparation of five year and various term development plans.
  7. Implement the programs of various government departments handed over to the council and supervise the work of those departments and Adjusting them.
  8. Processing of various agreements for implementation of work by the council.
